The most visible effect is likely to be clearer notices on AI-generated or significantly AI-edited media. The exact wording and design will depend on implementation by services and on future regulatory guidance.
A good transparency system should distinguish between different levels of AI involvement. Generating an entire image is not the same as removing background noise from a recording or automatically adjusting brightness. Treating every use of AI as identical could make labels less informative.

Google’s concern about complexity
Google supports transparency but warned that additional regulatory complexity could conflict with Europe’s competitiveness and simplification goals. It also argued that overlapping labels and legal notices could confuse the people the rules are intended to help.
That concern should not be used as a reason to avoid disclosure. Instead, it points to a design challenge: notices must be consistent, understandable and technically interoperable. A small number of well-defined labels may be more useful than many platform-specific warnings.
Limitations of watermarking and provenance
No current technique is perfect. Metadata can be removed, content can be re-recorded or captured as a screenshot, and transformations may weaken embedded signals. Older tools may not support the standard at all.
Transparency systems also do not determine whether a claim is true. Authentic camera footage can be misleading when edited or presented out of context. Users still need source evaluation and editorial verification.
